Beyond the mist-filled alleyways in the concrete crevices of Los Angeles' Chinatown hides a mysterious pet shop, home to many bizarre yet friendly creatures. The store's proprietor is an enigmatic young man who goes by the name of Count D.
Count D welcomes those who feel lonely and wounded through the doors of his shop, claiming to sell "love, dreams, and hope" in the form of the fantastic beasts that lie within. Each creature comes with a special contract accompanied by a set of rules. However, he warns customers that he cannot be held accountable for any consequences of breaking the rules.
Short-tempered detective Leon Orcot traces the source of several crimes back to Count D and what the former considers to be a pet shop of horrors. Determined to find proof that the Count is a criminal, he begins to pay regular visits to the shop.

In the year 2068, the Brain Computer, created by humans to be the core of a machine-driven Earth, itself creates Leave, an android that far surpasses the abilities of humans. 20 Mensou ni Onegai!! is a about a nine-year-old boy named Ijuuin Akira who steals beautiful and valuable objects to please his two mothers and is known to the public as the dashing, clever thief named the Man of 20 Faces.
By day Ijuuin Akira is a normal student at Clamp School, but at night he becomes the mysterious thief 20 Masks. His thefts are usually subject to the whims of his two stepmothers, which Akira pulls off without any true objections or interactions. One night Akira ducks into the room of 5-year-old Ookawa Utako in an attempt to hide from the police. Although the pair shares a four-year age difference, they find themselves quickly falling for each other even as Akira finds himself being increasingly more involved with thefts, some of which include Utako's family. This as well as several other obstacles give the young couple's budding relationship a fair amount of difficulty.

The storyline of 20 Mensou ni Onegai!! occurs simultaneously with both CLAMP Gakuen Tanteidan and Gakuen Tokukei Duklyon. As demonstrated by a conversation between Nokoru and Suou which also takes place in CLAMP Gakuen Tanteidan, while in Duklyon Akira and Utako appear at their age as they do in 20 Mensou ni Onegai!!.
The manga took inspiration from the works of Edogawa Rampo, most notably from Kaijin Nijuu Mensou (The Fiend with Twenty Faces).

Taiga Kuzumi is a resolute student who hopes to enroll into the elite Seinagi Private High School. But for some reason, the school rejects him, despite believing he aced the written test.
